Die Wahl dieses Beispiels ist keineswegs willkürlich, sondern beabsichtigt, da Herne zu jenen Kernstädten des Ruhrgebiets gehört, die vom Strukturwandel besonders schwer betroffen sind. Unter Strukturwandel versteht man den „ökonomischen Wandel und damit ein Konglomerat aus sektoralen, branchenbezogenen und technisch-arbeitsorganisatorischen Veränderungen und bezieht dabei auch regionale und globale Handlungsbedingungen mit ein“ (Goch 2004, S. 11).
Historisch bedingt war Herne eine Stadt, die fast durchweg vom Steinkohlebergbau geprägt war. Da, wie bekannt, der stetige Abbau des Steinkohleberg-baus aus Kostengründen in der Bundesrepublik Deutschland zu enormen Problemen auf dem Arbeitsmarkt führte, blieb auch Herne nicht davon verschont.
