Der Grund hierfür ist unter anderem die Bevölkerungsentwicklung in Deutschland. Die folgende Hausarbeit untersucht die Auswirkungen des demographischen Wandels auf die Pflegesituation in Deutschland.
Das deutsche Pflegeversicherungssystem spaltet sich in gesetzliche und private Pflegeversicherungen. Insgesamt gibt es ca. 79,4 Mio. Mitglieder, wovon 2,05 Mio. Personen pflegebedürftig sind. 660.000 Leistungsempfänger werden in einem der 9.700 Pflegeeinrichtungen stationär versorgt Anspruch auf Leistungen in Form von Geld-, Sach- oder Dienstleistungen haben Personen, die in eine der drei Pflegestufen eingestuft werden. Während die privaten Kassen kapitalgedeckt finanziert werden, erfolgt die Finanzierung der sozialen gesetzlichen Pflegeversicherung über das Umlageverfahren. Gerade diese Art der Finanzierung bringt bei der Bevölkerungsentwicklung in Deutschland große Probleme mit sich. Der Anteil der Älteren nimmt immer mehr zu, der Anteil der arbeitenden Bevölkerung nimmt ab. 2050 werden über 35 % der Bevölkerung über 60 Jahre alt sein. Diese Bevölkerungsentwicklung und die damit verbundenen Auswirkungen auf die Pflege werden nun im weiteren Verlauf dieser Ausarbeitung durch zwei Gutachten näher betrachtet. Die Studien werden hinsichtlich Methodik und Annahmen beschrieben sowie die Ergebnisse erläutert und in ihrer Aussagekraft und Qualität bewertet. Die Modellrechnungen des DIW und der Enquête Kommission kommen zu dem Ergebnis, dass die Zahl der Leistungsempfänger in den kommenden Jahren zwischen einer und drei Millionen zunehmen und ein vermehrter Pflegebedarf entstehen wird. Besonders die Inanspruchnahme stationärer Versorgung wird steigen. Die Schere zwischen Einnahmen und Ausgaben wird infolge der immer älter werdenden Gesellschaft weit auseinander gehen. Es wird weniger Einzahler geben, aber mehr Bedürftige die Leistungen erhalten, wodurch die Ausgaben steigen. Dieser Entwicklung muss entgegengewirkt werden. Daher sind Reformmaßnahmen, vor allem hinsichtlich der Finanzierung der sozialen Pflegeversicherung, unausweichlich.
