Studienarbeit aus dem Jahr 2011 im Fachbereich Ingenieurwissenschaften - Wirtschaftsingenieurwesen, Note: 1,7, Fachhochschule Bingen (Fachhochschule), Sprache: Deutsch, Abstract: Zu den Gewinnern des seit einigen Jahren anhaltenden Spekulationsbooms gehören die Ratingagenturen, die auf den internationalen Finanzmärkten eine Weltmacht sind. „Kein Schuldner, keine Regierung, keine Bank, kein Investmentfonds, niemand, der auf den Finanzmärkten etwas verkaufen will, kommt ohne das Gütesiegel einer Ratingagentur aus.“ Die Ratings werden schließlich als verlässliche und objektive Informationen von potentiellen Investoren angesehen und für Entscheidungen herangezogen.

Nach der Finanzmarktkrise im Jahr 2008, an der die Ratingagenturen, nach Expertenmeinung, Mitschuld tragen, gerieten diese scharf in die Kritik. Die Ratingagenturen haben die Bestnote AAA für Hypothekenderivate vergeben, obwohl die Schrottanleihen schon längst an Wert verloren hatten. Vor allem in Europa werden die großen US-amerikanischen Unternehmen Standard & Poor’s und Moody’s, zu denen es zurzeit nicht genügend Wettbewerb auf dem Markt gibt, stark kritisiert.

Aufgrund der Interessenkonflikte der Ratingagenturen und der Überlegenheit der großen amerikanischen Agenturen, wurden nach der Finanzkrise 2008 Forderungen der Politik laut, eine staatliche deutsche Ratingagentur zu gründen. Da allerdings die Staaten selbst die größten Emittenten von Anleihen sind, die von den Ratingagenturen bewertet werden, drohte auch hier wieder ein Interessenkonflikt, wenn beispielsweise eine von der Bundesregierung betriebene Ratingagentur über die Werthaltigkeit von Staatsanleihen zu entscheiden hätte.

Nach dieser Überlegung war die Forderung einer deutschen Ratingagentur erst einmal vom Tisch. Da man aber trotzdem gegen die Supermacht der US-Firmen vorgehen und für mehr Transparenz des Ratingverfahrens sorgen wollte, wurde von der Unternehmensberatung Roland Berger Strategy Consultants ein umfassendes Konzept für die Gründung einer europäischen Ratingagentur entwickelt.

Die europäische Ratingagentur ist nach dem Modell von Roland Berger als nicht gewinnorientierte Stiftung organisiert und wird von rund 30 europäischen Finanzdienstleistern, darunter Banken, Börsen und Fondgesellschaften, getragen werden. Ziel dieser Ratingagentur ist es für völlige Transparenz zu sorgen und den Interessenkonflikten aus dem Weg zu gehen.
