Aber Spartas rigoroses Durchsetzen seiner Hegemonialpolitik führte zu einer immer größer werdenden Ablehnung in Griechenland, so dass Athen wieder die Möglichkeit besaß, ein neues Bündnissystem aufzubauen. Dieser neue Seebund war gegen Sparta gerichtet, sollte aber auch die alte Stellung der Athener, vor allem in der Ägäis, wieder herstellen. Über eine einheitliche Bezeichnung dieses Seebündnisses des vierten Jahrhunderts ist man sich in der Forschung nicht einig. Im englischsprachigen Raum konnte man sich zwar auf „The Second Athenian Confederacy“ und „The Second Athenian League“ verständigen, im deutschsprachigen Raum jedoch gibt es noch keinen einheitlichen Terminus. Schäfer spricht von dem „Athenischen Seebund“ oder einfach nur vom „Jüngeren Bund“, Höck und Dreher bezeichnen das Bündnis als „Zweiten Athenischen Seebund“, Busolt und Lenz als „Zweiten Athenischen Bund“, Ehrenberg als „Zweiten attischen Bund“ und in der neusten Forschung überwiegt die Bezeichnung „Zweiter Attische Seebund“. Es gibt also viele mögliche Kombinationen von „athenisch“, „attisch“, „Bund“ und „Seebund“, in dieser Arbeit wird das Bündnis durchweg als „Zweiter Attischer Seebund“ bezeichnet und schließt sich somit der neusten Forschung an. Hauptquellen für dieses Bündnis sind Xenophon, bei dem das Bündnis aber wenig erwähnt wird und Diodor. Er schließt zwar Lücken, ist aber bei der Datierung und den Fakten häufig fehlerhaft. Als weitere Quellen kann man noch Demosthenes, Isokrates und Aischines heranziehen, die aber teilweise nur sehr fragmentarisch erhalten geblieben sind. Zur Klärung vieler Ereignisse und Entwicklungen, aber auch zur Analyse der Struktur des Bundes dienen häufig Bündnisse und Verträge, die Hermann Bengston in seinen „Staatsverträgen des Altertums“ gesammelt hat. In einem ersten Teil werden die Politik und das Verhalten Spartas und Athens skizziert und die Vorraussetzungen und Ereignisse genannt, die zur Gründung des Zweiten Attischen Seebundes geführt haben. Der zweite Teil beschäftigt sich mit der Struktur des Bundes. Hier werden zuerst das Aristoteles-Dekret und weitere Quellen, die von der Gründung berichten, untersucht. Danach wird auf einzelne Institutionen und Verfahren eingegangen.[...]
