Studienarbeit aus dem Jahr 2009 im Fachbereich Politik - Internationale Politik - Klima- und Umweltpolitik, Note: 1,3, FernUniversität Hagen, Sprache: Deutsch, Abstract: Sieben Jahre nach Verabschiedung des Gesetzes „... zur geordneten Beendigung der Kernenergienutzung zur gewerblichen Erzeugung von Elektrizität“ vom 22.04.2002, welches einen geregelten Atomausstieg bis 2021 vorsieht, hat u, a. vor dem Hintergrund des Klimawandels das Thema Atomenergie wieder auf die politische Agenda zurückgefunden. Auch auf Grund anhaltender Meldungen über Pannen und Skandale in der Atomwirtschaft, wie jüngst im Fall ASSE II, wird der im Konsens vereinbarte Atom-Ausstieg konträr diskutiert. So wirft u. a. die Tatsache, dass alle Bundestagsparteien, im Bundestagswahlkampf 2005 und 2009, in Bezug auf die Nutzung der Atomkraft in ihrer Programmatik Stellung bezogen haben, die Frage auf, ob der Atomkonsens tatsächlich das Ende der Kernenergienutzung besiegelt, also ob er dauerhaft tragfähig ist. In der Darstellung des Atomkonsenses wird auf seine Vorgeschichte, die zwischen den beteiligten Akteuren zu bewältigenden Problemlagen und seine inhaltlichen und formalen Eckpunkte eingegangen. Die Tragfähigkeit des Konsenses wird anhand des Grades der Zielerreichung und der Akzeptanz, die dem Konsens durch die Beteiligten entgegengebracht wird, evaluiert. Zweck dieser Evaluation ist es einerseits, das im Atomkonsens von der 1998 ins Amt gewählten rot / grünen Bundesregierung formulierte Ausstiegsziel auf seine bisherige Erfüllung hin zu bewerteten, also grundlegend festzustellen, ob der Konsens funktioniert. Andererseits wird untersucht, ob sich, insbesondere mit Blick auf die seit 2005 an der Regierung beteiligten Unionsparteien, auf Seiten der Energieversorger die Akzeptanz gegenüber dem Inhalt des Atomkonsens verändert hat. Weiterhin wird die praktische Rolle der Energieversorger bei der Zielerreichung kritisch in den Blick genommen und bewertet werden. Da der Atomausstieg über mehrere Legislaturperioden umgesetzt werden soll, wird hinsichtlich der Ergebnisse der Bundestagswahl 2009 die aktuelle pro / contra Debatte um die Nutzung der Kernenergie nachgezeichnet.
