Ferner soll die Informationsfunktion der Handelsbilanz verstärkt in den Vordergrund gestellt, die Vergleichbarkeit der Jahresabschlüsse untereinander verbessert und darüber hinaus eine kostengünstigere Alternative der Bilanzaufstellung gewährleistet werden.
Für die Rückstellungen ergeben sich sowohl auf der Ansatz- als auch auf der Bewertungsebene Innovationen: so werden die Aufwandsrückstellungen nach § 249 Abs. 2 HGB abgeschafft und das Passivierungswahlrecht für Instandhaltungsrückstellungen aufgehoben.
