Während der Herrschaft der Nationalsozialisten wurden mehr als eine halbe Million Menschen aus Deutschland vertrieben. Darunter befanden sich etwa 30.000 politisch Verfolgte, an die 5.500 Kulturschaffende und unter diesen wiederum 2.500 Schriftsteller und Publizisten (vgl.www.uni-essen.de). Nach T. Baltensweiler bewegte der politisch verursachte Druck sowohl die politischen Exulanten, als auch die jüdischen Emigranten zum Verlassen des Dritten Reichs. Er vertritt die Ansicht, dass für die Mehrheit der politischen Exulanten Ereignisse wie etwa die Machtübernahme Hitlers oder der Reichstagsbrand als Signal zum Verlassen des Deutschen Reichs ausschlaggebend waren, die Massenflucht der jüdischen Einwohner hingegen verliefe wellenartig und in Entsprechung der jeweiligen Maßnahmen und Ereignisse, die seitens der Nationalsozialisten gegen das jüdische Volk beschlossen wurden (siehe Baltensweiler 1996, S. 10). Nach Auffassung von Baltensweiler schloss die Masse der jüdischen Flüchtlinge, anders als die politischen Exulanten, eine Rückkehr nach Deutschland gänzlich aus, weshalb sich diese Gruppe als Emigranten (Auswanderer) bezeichnen ließe.
Die politischen Exulanten bildeten eine äußerst heterogene Gruppe, deren Mitglieder zumeist sehr unterschiedliche politische Weltanschauungen vertraten. Sie verband letztlich nur ein einziger gemeinsamer Anspruch, nämlich die Gegnerschaft zum nationalsozialistischen Herrschaftsregime. Für die Schriftsteller und Publizisten unter diesen wurden die Arbeits- und Wirkungsmöglichkeiten extrem eingeschränkt, nicht nur durch den meist zwangsläufigen Verlust der deutschen Sprache im Exilland oder durch die Trennung vom heimischen Publikum, sondern auch durch die geringen Veröffentlichungsmöglichkeiten. So gelang es nur wenigen Autoren – wie etwa Anna Seghers, Lion Feuchtwanger oder Thomas Mann sich mit ihren Veröffentlichungen den Lebensunterhalt zu sichern (vgl. www.uni-essen.de). Zumeist lebten alle Exulanten unter materiell dürftigsten Bedingungen. Literarische Zeitschriften wie ’Die Sammlung’ (Amsterdam), ’Neue Deutsche Blätter’ (Prag) oder Zeitungen wie das ’Pariser Tageblatt’ boten in begrenzten Umfang Publikationsmöglichkeiten und nur wenige Verlage wie Berman-Fischer (Stockholm) oder Oprecht (Zürich) verlegten Bücher von Emigranten und Exulanten.
