Er ist aus einer Zusammenarbeit mit weltweiten Experten entstanden, indem die erhobenen Daten der Studien gesammelt und ausgewertet wurden; mit dem Ziel die Gesundheitsgefahren zu erkennen und zu definieren und ein gesundes Leben zu fördern.

Die Quantifizierung der Krankheitslast einer Bevölkerung wurde zum ersten Mal für die von der Weltbank finanzierten Studie "The Global Burden of Disease" entwickelt und 1993 publiziert. Es wurde ein neuer Ansatz entwickelt, um den Gesundheitsstatus zu messen. Dabei wurden nicht nur die Zahl der Todesfälle gemessen, sondern auch der Einfluss des vorzeitigen Todes und der Einschränkung durch Krankheit und Verletzung mit einbezogen (DALY). Auch in dieser Studie werden DALY′s verwendet, wobei die Erhebungsmethoden verbessert wurden.

Des weiteren stellt der Weltgesundheitsbericht 2002 eine Auflistung der zehn größten Risiken auf. Dies ist eine Auswahl an Risikofaktoren, die die Hauptgründe für die häufigsten Erkrankungen bilden und deren Einfluss auf bestimmte Erkrankungen nachgewiesen sind. Es handelt sich dabei um eine Selektion und der Bericht erhebt keinen Anspruch auf Vollständigkeit. Zusammen sind diese zehn Risiken für mehr als ein Drittel aller Todesfälle weltweit verantwortlich.
